FREE IMPORT DUTY FOR ZIMBABWEANS WORKING IN SOUTH AFRICA

In terms of the Zimbabwean Customs and Excise Act [Chapter 23:02], returning residents, immigrants and other Organizations as well as Government departments may qualify for free duty if certain terms and conditions.

Most, if not all  four year permits issued to Zimbabwean nationals in South Africa are expiring soon. This is the time for Zimbabwean nationals in possession of such permits to purchase their used Japanese vehicles in Durban South African and take them to Zimbabwe free of import duty. Below we are going to look at who qualifies, the requirements and procedures to follow.

SO WHO QUALIFIES FOR FREE IMPORT DUTY STATUS IN ZIMBABWE ?


a] RETURNING RESIDENTS/STUDENTS :

 Most Zimbabweans currently working or studying in South Africa or anywhere else fall into this category.

For one to qualify, they should have been away from Zimbabwe for at least 2 years. All they have to do is prove to ZIMRA that they were abroad or in South Africa either working or studying for a period of two or more years by producing a copy of their passport in person. A letter from the Institution where you were working or Studying may also be needed.
In some cases even a bank statement which shows that the money you used to buy the used Japanese vehicle came from your account.
Its also advisable to carry some recent pay slips for those who were working.

b] IMMIGRANTS AND EXPATRIATES :

Any or at least most foreign nationals living and working or going to live and work in Zimbabwe, with a valid work permit also qualify for free duty status. However their used Japanese vehicles must have arrived in Zimbabwe within six months of their entry into Zimbabwe and the purchase should be effected before their departure from their country of origin.
Besides they should also produce proof that the money used to purchase the vehicles came from their own personal account and the proof of purchase should show the immigrant's name.

d] DISABLED PERSONS :

If you are a disabled Zimbabwean national, you may also qualify for free import duty. You have to produce a Doctor's certificate and the vehicle must have automatic transmission for you to qualify. You do not pay import duty but will be required to pay import tax.

d] OTHER ORGANIZATIONS WHICH QUALIFY FOR FREE DUTY :
  • NGOs and NPOs - To qualify, these should be registered in Zimbabwe and should have a Social Welfare number. They need to apply for duty free certificate from ZIMRA or the relevant Ministry.
  • DIPLOMATIC MISSIONS AND EMBASIES
  • GOVERNMENT DEPARTMENTS
  • MEMBERS OF PARLIAMENT - once in every 5years

WHAT DOCUMANTATION IS REQUIRED FOR ONE TO BE CONSIDERED FOR IMMIGRANTS REBATE/FREE DUTY :


The following may be needed by ZIMRA before you qualify for free duty :

  1. ZIMRA may ask you to produce an employment record or the residence permit [found in your passport], or if you were a student a letter from the Institution you were studying or record of results.
  2. If you are a returning student as mentioned above, they may need proof that you have completed such studies.
  3. If you were working on or under a contract, they may need proof that you had such a contract, possibly a letter from the company will do. [the letter should have a company letter head]
  4. In the case of used Japanese vehicles, ZIMRA will need to prove that such a rebate has not been granted to you in the last 4years. They will check in the system for such information.
  5. They will also make you write and sign an undertaking that the goods or vehicle wont be sold for at least a period of 2 years.

WHAT KIND OF GOODS CAN BE IMPORTED DUTY FREE ?


  • You can take any personal and household effects free of import duty.
  • Motor Vehicles especially used Japanese vehicles are limited to one vehicle per individual.
Please note that used Japanese motor vehicles designed to transport 15 or more people including the driver and vehicles whose gross vehicle weight exceeds five tones maybe excluded from this rebate.

You should also note that you shall not sell or dispose of in any manner goods entered free of duty within a period of 24 months after the date of being granted free import duty.
You can only do so after being granted a written permission from the commission and the duty which would have been payable at the time of granting the rebate is paid in full.
